A colony of about 1200 residential flats like Shipra Riviera, obviously, needs some apex body for local governance and welfare measures. But to call all the residents to assemble for a General Body Meeting of the Residents’ Welfare Association is absolutely impractical. Therefore, a system can be envisaged to do away with the GBM and create a representative body called, Governing Council. Each block of 36 flats will elect one member of the Governing Council. Thus, the Governing Council will have about 60 members and will meet every month. The President will be elected directly and nominate the Executive Committee members from the Governing Council. tusarnmohapatra@mail.com
